No, House Bill 2015 only changes certain requirements to apply for a standard card. The driver license and ID card will look the same and still give individuals the same privileges.

No, the fee for a driver license or ID card will remain the same.
What are the requirements to obtain a driver license or ID card beginning January 1, 2021?
Individuals must still provide proof of full legal name and identity, date of birth, Oregon residency, and a Social Security Number. If an individual has not been assigned a Social Security number, they must sign an electronic statement with their application.
First-time applications for a driver license have additional requirements.
I don’t have a Social Security number (SSN) what is the electronic statement that I am signing?
When a person is in a DMV field office completing their application for a driver license or ID card, they will be asked to electronically sign a statement (certifying that they do not have an SSN) that is displayed on a pin pad. It’s all electronic; the person does not need to bring in a statement.
Can I use the driver license or ID card for cashing checks, buying alcohol, etc.?
Just like today, acceptance of a driver license or ID card is up to each business or agency.
Will an individual be allowed to board an airplane with this license?
A standard driver license or ID card can currently be used to board flights within the U.S. Beginning October 1, 2021 you must show a passport, passport card, Real ID compliant card or other federally accepted ID in order to board a flight within the U.S. or enter certain federal facilities. DMV began issuing Real ID compliant cards on July 6, 2020.
Will individuals that are newly-eligible for driver licenses in January 2021 be able to start the process prior to that date?
No, applicants who need to complete knowledge, vision, or a behind-the-wheel skills test must do so after January 1, 2021.
If I have an expired driver license (more than 1 year), do I have to go through the process of doing a written and a driving test again or can I just renew it?
If you had an Oregon license in the past, we will issue a new driver license to you using your old customer number (as long as you meet all the requirements for a driver license). If it is expired more than one year, you will apply just as if you are applying for your first license. You will need to take the vision, knowledge, and drive tests.
