UI Draft Rule Change Listening Sessions – Summer 2025

OED has drafted changes to three of our Oregon Administrative Rules (OARs) pertaining to Unemployment Insurance (UI) and is hosting two virtual listening sessions to gather feedback from the public. Click on the following links to register:

  •  Morning session: Thursday July 31 – 10 to 11:30 a.m.

  •  Afternoon session: Monday Aug. 4 – 4 to 5:30 p.m.

Interpretation in Spanish and American Sign Language (ASL) will be available.

OED has drafted changes to the following rules:

  •  417-030-0036 Eligibility Factors – several significant changes to modernize weekly eligibility requirements and to implement new legislation (SB 916* 2025).

  •  471-010-0105(4) Customer Information and Disclosure: General Disclosures – a minor clarification and a technical change.

  •  471-030-0050(3) Benefit Payments – a minor change to remove branded language.

Official public comments can also be submitted by emailing oed_rules@employ.oregon.gov. Please include the full rule number and submit your comments by Sept. 4, 2025. 

OED will take the feedback we receive into consideration before moving forward with the official rulemaking process this fall.

Guidance for federal employees and veterans

Like all workers in Oregon, federal employees and veterans are eligible for benefits from the Unemployment Insurance Program when they lose a job through no fault of their own. Federal civilian employees and veterans do need to provide specific documents to show what they earned and what benefits they are eligible to receive.

We also set a day each month when phones are temporarily closed to allow staff to focus on processing claims and responding to customer requests. Unemployment Insurance, Paid Leave Oregon, and Contributions & Recovery will not accept inbound calls on these days:

Adjudication

After you send us your claim for unemployment insurance, we will review it to determine your eligibility. At times, we might have only a few follow-up questions for you, and at other times, your claim might be complex or have issues that require us to do a thorough review known as adjudication.

Most people are required to register for employment services after filing an initial application for benefits. If you live in Oregon or near Oregon but regularly commute to work in Oregon, you will need to register in iMatchSkills and then meet with WorkSource Oregon staff one on one (online or in person) to complete a reemployment orientation.
