Work Incentives Network (WIN) Resources for Partners

About WIN

The Work Incentives Network is one of two Oregon programs that offer free benefits counseling to Oregonians with disabilities who are interested in working. Certified benefits counselors (called Work Incentive Coordinators) help people with SSI or SSDI disability benefits understand how working may affect their benefits and how work incentives can help them meet their job goals. 

WIN is administered by the Oregon Department of Human Services (ODHS) Vocational Rehabilitation program. We contract with Work Incentives Coordinators who provide direct client services in Centers for Independent Living (CILs) across Oregon. WIN program managers provide technical assistance and support to community partners, agency staff and WIN contractors.

Resources for partners and agency staff

People can self-refer for WIN services, or be referred by a community partner or VR counselor. 


If you'd like to refer someone ​for services:

  • ​Fill out an online referral form. ​Give as much information as you can. It's OK if you can't fill out everything.​
  • ​If you don't use the online referral form, please FAX completed forms to 888-503-8263 or securely email to win.refer@odhsoha.oregon.gov​. ​
  • You should hear from us within 5 days to let you know we received the referral.
  • If you need help, contact the WIN Help Desk.

​​​​​​​​Understanding SSA Ben​efits and Employment

What it is - A free, six-hour training conducted by the Work Incentives Network. Participants will learn facts to combat the common myths, how to access available work incentives, and when to refer a participant to a certified benefits and work incentives coordinator. This training is for those interested in learning the basics about work incentives and the impact employment has on benefits.

Cost - Free

Schedule - WIN offers this training several times a year. Trainings are held on Zoom. The training is split into two half-day sessions. ​You must participate in both half-day sessions in order to successfully complete the training.

Registration is required. Sessions are limited to 50 participants.​​

Certification for Benefits Planners: Work Incentives Planning Full Credentialing (WIP-C)

What it is - Cornell University’s Yang Tan Institute offers an online credentialing training program that is nationally recognized. The credential is good for 5 years.

Cost - Currently $1,575 (2023)

Schedule - This is a 7-week program that includes 17 90-minute webinars.

Community Work Incentives Initial Training Program

What it is - This is the certification training offered by Virginia Commonwealth University's (VCU) National Training Center, in contract with the Social Security Administration.

Cost - Free

Schedule - A five-day training is offered monthly, currently alternating between ​virtual and in-person formats. A six-week certification process follows the five-day training. A commitment to the whole process is required.

Plan for ​Work

Plan for Work ​is Oregon's other free benefits counseling​ program for people with disabilities​. This program is administered by Disability Rights Oregon. It is one of the ​Work Incentives Planning and Assistance (WIPA) programs authorized through Ticket to Work. Referrals can be made through the Ticket to Work help line at 866-968-7842.


ODDS-approved benefits counselors

These ​ODDS-approved benefits​ counselors work with community partner agencies.​ Many of these counselors have been trained and receive ongoing technical assistance through WIN's rigorous benefits counseling certification process. This list includes direct contact information, as well as a breakdown of which counties each benefits counselor serves.

This guide is a living docu​ment that is ​revised as needed to include ongoing guidance and technical assistance from WIN Central and any changes in Oregon benefits and work incentives counseling services. The links provided in this document are current and will be updated as needed.

WIN Central conducts annual reviews of contractor's benefits counseling programs. We use the document below to gau​ge the quality of benefits counseling services being provided. The fidelity scale model acts as a measurement, but also is a guide to best practices benefits counseling services. ​​
