Renewal Information and Instructions

Licensure Renewal Updates


Important: Professional Development Unit (PDU) reporting is suspended for individuals due for licensure renewal on or before June 30, 2025. As a result, educators who apply for renewal on or before this date will not have their PDU activities evaluated as part of their licensure renewal application through TSPC.

This PDU suspension is not meant to discourage educators from continuing their professional learning and development journey. Educators should continue working with their employers to set professional development goals necessary to support continued growth and employment. Many districts have their own requirements in this area.

It is essential to note that the PDU suspension does not apply to the Advanced PDU program option for moving from the Preliminary to the Professional Teaching License. If this applies to you, please visit our website's Upgrading to Professional page and work with your district to submit the Advanced PDU form.

Frequently Asked Questions (FAQs)

Substitute License Issued

Question: I applied for and was issued a Substitute License because I hadn't earned the PDUs to renew my Preliminary or Professional License What do I do to get my Preliminary or Professional License back?

If you hold an active Substitute License that was issued more than 30 days ago, you must submit a "New" application and fee through eLicensing


Lapsed License

Question: I let my license (any type) expire because I hadn't earned the PDUs. Will the late fees apply if I want to get my license back?

Yes, late fees apply any time you let a renewable license expired. ORS 342.127 (the law) directs the Commission to charge late fees.


Restricted Licenses

Question: I hold a Restricted License (any type). Do I still have to make progress in my program?

Yes. The suspension only applies to holders of full, non-provisional licenses. Holders of any kind of Restricted License must continue to make progress in their program. Holders of a Restricted CTE License must complete the requirements as outlined in their Professional Development Plan.


Reciprocal Licenses

Question: I hold a Reciprocal License (teaching or administrative). Do I still have to complete the requirements I was given when the license was issued?

Yes. Those holding the Reciprocal Teaching License most likely need to complete content knowledge testing. School Administrators from other states generally need to complete a course in Oregon School Law and Finance. Please follow these steps to see your specific requirements:

1. Log into eLicensing
2. Go to your Messages tab
3. View the message with the subject that discusses the requirements for your Next Oregon License.


Renewal Step-by-Step


How To Renew:

1. From the menu across the top of this webpage, find the link to eLicensing
2. Log into eLicensing with your username (not your email address). If you experience trouble logging in, email online.tspc@tspc.oregon.gov

Once logged in:

3. Go to your Licenses tab
4. NEW: Select the "Click Here to Submit Application" button. The "Click Here to Submit Application" button is now the only option for submitting any application. 
5. Because the "Click Here to Submit Application" button is now the only option for submitting applications, eLicense will not charge late fees. Those will be assessed by the Evaluation Staff when they review your application if they are owed. Please continmue to check your Messages tab for any updates.

All applications are processed by the date they are received. Processing times vary depending on volume of applications received. To check TSPC's current processing date, go to the TSPC Homepage.

Applying to Upgrade


The PDU suspension does not apply to the Advanced PDU option for moving from the Preliminary to the Professional Teaching License. Work with your district to submit the Advanced PDU form.

3. Once logged in, you'll select the "Click Here to Submit Application" button to request the new license type.



Moving from the Reciprocal to a Preliminary or Professional License


Holders of a Reciprocal License must meet the requirements outlined at the time the Reciprocal License was issued. For teachers, that requirement is most often content knowledge testing. For administrators, that requirement is most often Oregon School Law and Finance.
