GENERAL INFORMATION
The Oregon State Library in Salem is recruiting for 2 positions. This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancies and may be used to fill future vacancies at the State Library.
The ideal candidate for these positions will be able to work independently with limited direct supervision and will demonstrate strong time-management skills. A clear sense of teamwork and collaboration is also critical for job success. Candidates should possess good computer skills and an ability and willingness to learn new software.
The Technical Services Assistant is a member of multiple workgroups, assisting with the processing of the Library’s periodicals and mail, providing general clerical and administrative support, and collaborating on special projects. The Circulation and Equipment Technician position assists with handling, sorting, maintaining and quality control of cassette books and cassette players. This team processes and ships over 1300 cassette books per day for blind and print-disabled Oregonians.
The State Library is an independent state agency governed by a seven-member Board of Trustees appointed by the Governor. The State Library's mission includes providing quality information services to Oregon state government, providing reading materials to blind and print-disabled Oregonians through Talking Book and Braille Services, and providing leadership, grants, and other assistance to improve local library service for all Oregonians through Library Development Services.
The State Library is a team-based organization. The State Library Specialist works in a team environment with the support of a Team Coordinator and a Program Manager.

DUTIES AND RESPONSIBILITIES
Technical Services Assistant: duties of this position include:
- Support for library technical services including serials and newspaper check-in and processing and general catalog record maintenance utilizing an online catalog system;
- gifts processing and offering;
- General administrative support including supply orders, copying, shipping, assistance with statistics, etc.;
- Completion of special projects involving organization and maintenance of library materials;
- Assistance with shelving and stacks projects as needed;
- Assisting library visitors during regular reference desk shifts;
- Regular shifts for paging and mail delivery; and
- Team business including semi-monthly team meetings and regular workgroup participation.
Circulation and Equipment Technician: duties for this position include:
- Charging and discharging of daily incoming and outgoing books and equipment;
- Book and equipment quality inspection, which includes the rewinding of tapes;
- Stack organization and maintenance;
- Training volunteers on equipment cleaning and inspection of tapes;
- Regularly scheduled Public Service Desk duty; and
- Team business including semi-monthly team meetings and workgroup participation.
Decision-making framework and other working conditions of note:
- Exercises independent judgment and decision-making to balance multiple tasks and work with multiple workgroups;
- Needs working experience with standard office software;
- State Library policies and procedures – complying with State and Agency policies.
WORKING CONDITIONS
Technical Services Assistant: Public contact; typical office environment; dimly lit stack areas; stands, shelves and retrieves books from book tiers 81” tall, requiring use of ladders for highest shelves and stooping, bending, or kneeling to shelve and retrieve materials on lowest shelves; stack aisles 31" wide; exposure to dust typical of library stack areas. Lifts and carries library materials and moves book carts and boxes weighing up to 45 pounds.
Circulation and Equipment Technician: Public contact; typical office environment; dimly lit stack areas; stands, shelves and retrieves books from book tiers 81” tall to ground level; stack aisles 31" wide; exposure to dust typical of library stack areas. Pushes and unloads wheeled U.S. postal mail hampers 35” wide, 45” long and 29” deep weighing 300-400 pounds. Loads and lifts mail bags weighing up to 50 pounds, full mail bags lifted with a co-worker; lifts and moves cassette machines weighing 7-10 pounds; moves book carts weighing from 10 to 45 pounds; Stands or sits for 2 hours at a time; repetitive motion of the wrist and arms.
TO QUALIFY
Your PD 100 application form will be reviewed to verify that you have the minimum qualifications stated in this section:
Experience or training which provide a basic knowledge of library operations AND one of the following:
- one year of experience in a business and office environment that demonstrates use of office equipment, filing and sorting alphabetically and numerically, general knowledge of proper grammar, spelling and arithmetic; or
- completion of training or courses in Office Technology; or
- one year of experience in a library or related setting; or
- two years of college coursework in any discipline.
The outstanding candidate will be an energetic self-starter with good communication and interpersonal skills, who is a reliable, responsible and well organized worker.
Your background must have provided you with the knowledge and skills to successfully answer the qualifying questions in the announcement.
QUALIFYING QUESTIONS
You must respond to the following exam questions. Respond to each of the items individually and completely and number your responses to correspond with the questions.
- Describe any experience and training that you may have had working in a library, including use of automated library systems and library catalogs.
- Describe your experience working in environments that require high productivity. Include information on how you collaborate with coworkers to meet goals and your strategies for communicating critical information effectively.

Applications will be reviewed and answers to the qualifying questions evaluated by a screening committee. Based on this evaluation, the most suitable applicants will be interviewed. The State Librarian will make the final appointment.
