PRINCIPAL EXECUTIVE/MANAGER F
(Director, Oregon Exposition Center)

$5,697 - $8,365 MONTHLY


This position reports to the Director and is one of five Assistant Directors that make up the Executive Leadership Team.  This position acts as the CEO of the Oregon Exposition Center and requires demonstrated experience working with both public and private entities.  The successful candidate will possess executive level business experience.

  • There is one (1) permanent, full-time position in the State Fair and Exposition Center of Oregon Parks and Recreation Department in Salem, Oregon. 
  • This is a Executive Service position that exercises supervisory authority over assigned staff.
  • This recruitment will be used to establish a list of qualified people to fill the current opening and may be used to fill future vacancies.
  • This position is an Executive Service “at-will” appointment.
The State provides an excellent benefit and compensation package, which includes:

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees.  This position will be required to take 14 furlough days in the current biennium.
 
PRIMARY POSITION DUTIES 
The purpose of this position is to function as the CEO of the Oregon Exposition Center (OEC) which is a direct report to the Agency Director and is one of five Assistant Directors that make up the Executive Team.  This position is responsible for the performance of the Oregon Exposition Center and its activities.  This position provides strategic direction, innovation, and leadership to a distinctive government business.  The Assistant Director is charged with implementing the most efficient and cost effective methods to manage the State Fair and Exposition Center.  Direct management of line staff who are responsible to produce, market, or host events at the Oregon Exposition Center.
 
MAJOR DUTIES
 
Retool the Oregon Exposition Center and direct the Oregon State Fair
Act as the CEO of the Oregon Exposition Center including implementation of the Blue Ribbon Panel findings and recommendations.
 
Ensure the State’s goals for the facility are met, including:
  • Set the strategy and vision for the business;
  • Maintain a site and facilities necessary for successful annual state fair;
  • Operate other events year-round either with the least required public financial subsidy, or in a way that produces a profit;
  • Serve the community by dedicating space for public parks and recreation.
 
Establish the strategic framework that builds on protecting the business from unstable funding, while safeguarding public services, and pursuing business strategies to that end. 
Including:
  • Establish a healthy culture of innovation;
  • Build on the OPRD base business model and move towards a more agile business model that reflects the event management and recreation business;
  • Execute a cost accounting system, facility health assessment, and marketing reorganization;
  • Direct assessment and pursue strategic business model i.e. public-private, profit-sharing, quasi-government, or partial independence/new government statutes for the Exposition Center and Oregon State Fair;
  • As a member of the OPRD Executive Team, participate in Executive Team and Management/Leadership sessions as scheduled.  Present Exposition Center related issues, as needed, to the OPRD Commission, the Legislature, and other interested stakeholders; 
  • Participate in the preparation of OPRD’s benchmarks, goals, objectives, policies and plans and align the Oregon Exposition Center goals and objectives with these;
  • Create a stewardship, leadership, and liaison role with internal and external groups including the Oregon State Fair Foundation and the State Fair Advisory Board; 
  • Coordinate with members of the Executive Team to ensure activities are in compliance with agency objectives, policies, rules, governing statutes, and other directives.
 
Management and Supervision
  • Responsible for budget development, presentations, requests by projecting revenues and resource needs and preparing documentation for incorporation into the agency’s budget request. 
  • Approve directly or through subordinate supervisors, at amounts established in OPRD policy, all expenditures, contracts, purchases, and sponsorship agreements related to the Oregon Exposition Center, its events and the Oregon State Fair.
  • Manage employee performance through development of performance objectives, coaching, training, and evaluation.
 
Annual Oregon State Fair
  • Provide strategic direction, leadership, and policy in the planning and execution of the Oregon State Fair.
  • Direct all Fair marketing and public relations.  Ensure that the public is fully aware of Fair activities;  Represent the State Fair in media activities and public relation activities.  Develop and implement strategies to maximize revenue potential and value for customers including oversight of an aggressive marketing and public information campaign; 
  • Conduct a thorough risk assessment and take actions necessary to minimize risk consistent with business objectives.
 
Exposition Season Events
  • Through subordinate managers ensure that staff are on task to prepare for upcoming expo events and to strategize sales and development of new events. 
  • Coordinate with the Operations Manager for the maintenance of grounds and buildings including janitorial, grounds maintenance, building maintenance, and landscaping to ensure aesthetics, facility longevity, utility, and appeal/safety for users and permittees and for maintenance and utilization of the property in a park-like setting. 
 
QUALIFICATIONS 
  • Four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans; c) program evaluation; and d) budget preparation.
  • Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for oneyear of the required experience.
 
Preference may be given to candidates who have experience in a market driven enterprise in the public and private sector.

  • Skill in identifying high level policy issues and developing response and skill in originating and implementing a broad range of proposed programs and initiatives that start as a vision or concept;
  • Ability to work flexibly with the Director, Commission, Executive Management Team, Oregon Exposition Center Managers and staff, agency personnel, the legislature and federal, state, county and local government, the public and non-profit organizations and create innovative solutions to traditional problems.
 
WORKING CONDITIONS
  
Work is primarily performed in an office setting and outside on the fairgrounds in all weather conditions.  Sits or stands for long periods of time.  Operates office equipment and computers requiring repetitive use of arms, wrists, and hands.  May occasionally lift and move up to 35 pounds and infrequently up to 50 pounds or more with assistance.  Occasional evening, weekend and holiday work will be required during the annual State Fair and major exposition events.  This position deals with demanding, sometimes difficult and upset clients, neighbors, exhibitors, patrons, vendors and exhibitors.  May travel to other parks, headquarters, or other agencies for training and meetings, this may require driving a motor vehicle instate and out-of-state.  Overnight travel may be required.  May be exposed to a variety of environmental and chemical allergens and odors standard to area of assignment.  Performs duties of position with or without reasonable accommodation.
