beverages in Oregon must be licensed by the OLCC.

Anyone who sells or offers to sell alcoholic beverages. Oregon Revised Statutes state the requirement of holding a liquor license in order to sell alcohol (ORS 471.405), and define various activities that constitute a "sale" (ORS 471.406).
How to Get A License (Application Guide and Supplements)
You must complete a packet of forms, and submit them to your local OLCC office for consideration.
You may compile your own packet of forms, using the Liquor License Application Guide and appropriate supplement, and then send your completed forms to your local OLCC office.
Remember, you can print your own packet or fill out a License Application Request form and send it to your local field office. Once OLCC receives your completed License Application Request, a representative will mail you a packet that includes the forms that you need, a Liquor License Application Guide and a supplement to the guide that details the requirements for the type of license you are applying for. After you complete the forms, send them back to your local OLCC office with the required attachments. When the OLCC accepts your completed application forms, the investigation process begins.

We do process completed applications in the order we receive them. There are several steps which can take some time. For example, cities -- by law -- may take up to 45 days to process a recommendation. We incorporate the city's recommendation into our investigation and then staff makes its own recommendation to the liquor commissioners.
OLCC can give you the best service if you hand in your application forms as soon as possible, and you carefully read and follow the application guide and instructions. Make sure your application materials are as complete as possible from the beginning.
