As the field of esthetics continues to incorporate new technologies and services, the Oregon Health Licensing Agency (OHLA) and Board of Cosmetology are exploring how best to ensure public health and safety through creation of a new specialty certification in advanced esthetics.

Besides the public health and safety issues involved, OHLA and the board are addressing a wide range of related issues such as developing a new advanced curriculum and examination and determining qualification standards for the new certification.

OHLA Discontinues NIC Examination
Testing
As of February 10, 2010, OHLA no longer offers the National-Interstate Council of State Boards of Cosmetology (NIC) written examination.

The state-prepared examinations are currently available in English only. OHLA is actively exploring options for offering the state-administered written examination in Vietnamese and Spanish and expects to implement this option in March 2010.

OHLA will inform Oregon cosmetology career schools as soon as this testing option is available and apologizes for any inconvenience this causes applicants in the interim.
Proposed Fees: Entry-to-Practice Reduced, Business Licenses Increased
Spotlight on fees
The Oregon Health Licensing Agency (OHLA) and Board of Cosmetology have proposed to reduce fees for recent cosmetology school graduates while raising fees for facility licenses and independent contractor registrations.

OHLA is delaying the proposed fee changes until after legislative review in January 2010.

OHLA to Close on Scheduled Furlough Days

Starting Friday, October 16, 2009, OHLA will be closed on 10 "furlough" days through May 2011 as part of state government efforts to reduce costs. State employees will take unpaid days off on these scheduled days. Please plan any business with OHLA accordingly. We apologize for any inconvenience.
OHLA Revises New ID Requirements
OHLA professions
OHLA has revised new identification requirements in response to stakeholder feedback and upon further review by agency staff. Applicants for authorizations to practice should review the new requirements prior to sitting for an examination or applying.
