Salem, Oregon (September 2, 2009) - Governor Ted Kulongoski announced awards totaling close to $19 million in American Recovery and Reinvestment Act (Recovery Act) funds that will aid the completion of seven low-income housing projects. The Oregon Department of Housing and Community Services (OHCS) administers the federal Low Income Housing Tax Credit Program for the state and will lead the implementation of these funding sources.

  Oregon seeking $7.8 million stimulus infusion for rural homelessness
Salem, Oregon (April 29, 2009) – Oregon is applying for American Recovery and Reinvestment Act dollars to prevent homelessness and re-house homeless persons outside Oregon's major metropolitan areas.
 
The state is seeking public comment on its proposal to the U.S. Department of Housing and Urban Development for $7,873,436 under the Homeless Prevention and Rapid Re-housing Program (HPRP). This program is newly instituted as part of the American Recovery and Reinvestment Act of 2009. Not included in this application are Oregon entitlement areas: Portland, Clackamas County, Washington County, Salem and Eugene.

Claiming the First-Time Homebuyer Credit

Salem, Oregon (March 20, 2009) – The federal stimulus bill offers an important benefit to Americans beyond the well-publicized $789 billion boost to the economy – a substantial tax credit for first-time homebuyers that need not be paid back in most cases.
 
Provisions in the American Recovery and Reinvestment Act include notable changes in the tax credit for first-time homebuyers. This tax credit is aimed at helping the housing market get moving again and designed to put people into homes they can afford.

Affordable housing construction boosts Oregon economy 
Salem, Oregon (Februrary 23, 2009)–Public investment in affordable housing development generates significant economic benefit, creates jobs and supports local business, Victor Merced, director, Oregon Housing and Community Services, observed of his department’s newly published Housing as an Economic Stimulus.
 
This demonstrates that federal stimulus money for housing will add value to Oregon’s economy.
 
"Each dollar our agency invests in housing creates $11 in benefit to the Oregon economy," according to Merced. "And that doesn’t include the immeasurable benefits to an individual or family of having a safe, quality, affordable home."

Report on poverty describes the problem at the local level 
Salem, Oregon (January 28, 2009)–In 2007, 13 percent of the state’s population, or 474,189 Oregonians, lived on incomes less than the federal poverty level. Nearly 40 percent of families headed by single mothers lived in poverty.
 
These troubling facts are reported in new Report on Poverty 2008 released today by Oregon Housing and Community Services and the Community Action Partnership of Oregon at the state capitol.

  Oregon’s $19.6 million Neighborhood Stabilization Plan approved
Salem, Oregon (January 16, 2009) – HUD has approved Oregon’s Neighborhood Stabilization Plan that guides $19.6 million in federal funds to communities affected by foreclosures resulting from subprime mortgages.
 
“Oregon has strong consumer protection laws on the books that enabled the state to take action against more predatory mortgage lenders in 2008 than in previous years, and state-supported counseling services also have helped many families avoid foreclosure in the first place,” Gov. Ted Kulongoski said. “But because it’s impossible to be fully insulated from the nationwide mortgage crisis, we need to prevent the ripple effects of concentrated foreclosures. These dollars will keep communities viable and preserve the value of surrounding homes.”
