The Oregon Educators Benefit Board held a regular meeting on July 22, 2009, at the DAS General Services Building, 1225 Ferry Street SE in Salem, Oregon. Chair Steve McNannay called the meeting to order at 9:00 a.m.

I. Welcome & Approval of June 11, 2009, meeting synopsis (Attachment 1)
MOTION (video stream 0:45): Michael Cannarella moved to approve the June 11, 2009, Board meeting minutes. Ron Gallinat seconded the motion. The motion carried 5 – 0.
Victor Musial(video stream 2:39) and Ron Gallinat were nominated for vice chair.
Steve McNannay announced Ron Gallinat is the new OEBB vice chair - Video Stream 1:20:10
III. Essential Benefits Package – Design and Cost special presentation Video Stream 6:04
Darren Coffman, Director, Oregon Health Services Commission presented information on the OHSC Essential Benefits Package.
IV. Recommended Long Term Care Plan Design(s) for 2010 Implementation (Attachment A) – Video stream Reconvene 0 :53
Geoff Brown, Watson Wyatt presented information on long-term care plan designs.
MOTION - Video Stream Reconvene 27:08: Steve McNannay moved to accept the recommendation of option 2 long-term care benefits. Ron Gallinat seconded the motion. The motion carried 6 – 0.

MOTION – Video Stream Reconvene 55:03: Ron Gallinat moved to file OAR 111-010-0015, 111-030-0001 and 0005, OAR 111-030-0020, 0025 and 0030; OAR 111-040-0001,0025, 0030 and 0050; OAR 111-050-0010; 0015; 0020; 0025; and 0080; and OAR 111-060-0001 as temporary rules and move them into the permanent rulemaking process with the Secretary of State. Steve McNannay seconded the motion. The motion carried 5 – 0.
