Introduction
ODOT is in the process of developing the Oregon Freight Plan that will help guide Oregon State agencies’ actions that support the transportation of goods to meet the material and economic needs of Oregon’s people and businesses.This planning effort will produce a plan under the 2006 Oregon Transportation Plan (OTP).
ODOT has convened a steering committee and a series of working groups to provide guidance, input, and review during the development of this plan. During the December 10, 2008, Freight Plan Steering Committee meeting, the Steering committee discussed changes to a series of candidate freight plan objectives prepared by ODOT staff. The Steering Committee advised reformatting of the five candidate objective statements, to include one overall purpose statement and a series of implementing statements. The updated Freight Plan Objective Statements are presented below.
Purpose:Improve freight connections to local, state, regional, national and global markets to increase trade-related jobs and income for Oregon workers and businesses.
To achieve this purpose, the freight plan will:
a. Establish a process for identifying, prioritizing and facilitating investments in Oregon’s highway, rail, marine, air and pipeline transport infrastructure in furtherance of a safe, seamless multimodal and interconnected freight system.
b. Identify institutional and organizational barriers to an efficient and effective freight transportation system in Oregon and develop prioritized strategies for overcoming these barriers.
c. Interpret OTP goals and policies related to the development of the freight system.

Freight Plan Steering Committee
The Freight Plan Steering Committee is charged with an advisory role in plan development coordination, oversight and work-group product integration. The Steering Committee is chaired by OTC Commissioner David Lohman. Its membership is established to provide a balanced
multi-stakeholder perspective for the Freight Plan.

Freight Plan Working Groups
The three Working Groups will be topically oriented and work closely with the project team in reviewing and providing input to work products and Freight Plan chapters.
The three working groups are:
- Freight Infrastructure and Traffic Issues Working Group
- Policy and Process Working Group Freight
- Economy Working Group
It is anticipated that the working groups will help ODOT refine background technical memos that support the freight plan, and suggest sources of data and information that they have unique knowledge of

The Oregon Transportation Commission will be updated through briefings and staff reports at key points in the development of the Freight Plan, leading up to the adoption of the plan. In addition to the OTC, there are many organizations, agencies, and other groups that will be interested in the development of the Freight Plan. Throughout the development process ODOT will provide status
update material to the public and various stakeholder groups. The Oregon Freight Advisory Committee (OFAC) will discuss updates of the status of the Freight Plan at its quarterly meetings.
