If you own a vehicle last titled in another state, this page will help you apply for Oregon title and registration. You will need to have the vehicle title.
If a vehicle has had certain kinds of damage, an Oregon title cannot be issued.

| How to Apply |

- If you live in the Portland Area or the Rogue Valley (Medford), first get an emissions test at DEQ.

If you are applying for registration for a 2009 model year or newer passenger, low-speed, or 4-wheeled electric vehicle with 7,500 or less mileage, prove compliance with or exemption from the Low Emissions Vehicle requirement.
- Fill out an Application for Title and Registration.
- How to fill out the form.
- If you bought the vehicle, provide an odometer disclosure from the seller.
- If you are the owner on the title, or the seller is not available to provide a disclosure, provide an odometer disclosure on your Application for Title and Registration.
- If the title is not in your name, provide releases of interest from previous owners on:
- Choose license plates (see your choices).
- If you choose a specialty plate, indicate your choice in the "Remarks" section of your Application.
- Figure your fees (make check or money order payable to “Oregon DMV”):
- Title fee
- Registration fees
- Plate fee
- VIN inspection fee
- If you got your VIN inspection at DEQ, mail title, documents, and fees to the address below. You can also take these to any DMV office.
- If you need a VIN inspection, take your vehicle in, along with title, documents, and fees to a regular or full service DMV office.
- If you are registering and need a temporary permit to drive the vehicle, take documents and fees to any DMV office. (Only regular or full service DMV offices do VIN inspections.) If your transaction is in order, you may be able to receive your license plates at the DMV office.
