| Notice for wholesale terminal meters |

| Introduction |
|
In the course of the Oregon Department of Agriculture, Measurement Standards Division's routine examinations of refined petroleum wholesale loading terminal meters, we have found instances where there is no accommodation to obtain the temperature of the product at the meter during a test. The temperature of the product at the meter is very important in determining the actual performance of the system and thus a fair measurement for both the buyer and the seller.

| Requirements |
|
Temperature compensated meters used in wholesale applications are required to have a means to determine the temperature of the liquid product, commonly known as a thermometer well, either in the liquid chamber of the meter or immediately adjacent to the meter in the meter inlet or discharge line. Even if you have a temperature probe at the meter, a thermometer well is required. The thermometer well is used when testing the meter as a means to verify the temperature recorded from the probe. Thermometer wells are not required in meters which are not temperature compensated.

| Deadline for compliance |
|
To help accommodate businesses to comply with this requirement, the Measurement Standards Division will allow until July 1, 2006 for them to upgrade their refined petroleum wholesale terminal meters. If a wholesale meter system does not comply with this requirement following this date, it will not be tested and it will be rejected.
