GENERAL INFORMATION
- This position is with the Oregon Department of Energy, Budget and Finance Section, of the Central Services Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
- This is a permanent, full-time position. This position receives full fringe benefits. TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
- Four years experience in the procurement of goods and services through purchase orders and contract agreements; or experience putting together or administering standard contracts or agreements.
- For positions in procurement, two of the four years must have included deciding and writing specifications for the purchase of goods and services or developing and administering service contracts.
- A Bachelor’s Degree in Business or Public Administration, or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three of the four years.
In the "Work History" section on your application you must clearly describe your experience in each of the areas listed. Failure to provide this information may result in eliminating your application from further consideration.
Credits must be from an accredited college or university. A photocopy of your transcripts must be submitted with your application form.
Preference may be given to those who have knowledge and experience in preparing State of Oregon personal service contracts and intergovernmental agreements.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to provide overall coordination of personal/professional contracting activities and intergovernmental agreements to ensure that the necessary services are obtained in a manner that complies with all applicable state and federal policies, regulations and laws. The Contracts Coordinator processes approximately 120 new contracts and agreements each biennium, and more than 100 contract amendments. Major duties include:
- Determine appropriate selection procedures based on agency needs and state contracting regulations. Write Requests for Proposals (RFP’s) and other solicitation documents. Serve as primary contact for all parties, including DAS, DOJ, agency staff and potential contractors.
- Develop solicitation terms and specifications for the purpose of purchasing services. Develop and administer proposal evaluation criteria. Coordinate the review of solicitation documents by Department of Justice. Publish solicitations and provide applicable notice(s) on Oregon Procurement Information Network (ORPIN) in accordance with applicable laws, rules, and policies.
- Make contract awards. Identify and resolve problems in contractor selection, coordinate agency response to any protests or appeals.
- Develop all agency personal services contracts. Collaborate with agency staff to translate program requirements into contract terms. Compose contract language. Consult with DOJ as needed for clarification of legal issues and approval of contract or agreement language. Use ORPIN system to create and issue contract documents.
- Represent the agency to contractors, other agencies and the public in negotiating and clarifying contract issues. Coordinate the contract review and approval process with DOJ, DAS, the contractor and others to ensure compliance with agency, state and federal policies and regulations.
- Monitor active contracts to ensure work is performed and payments are made in accordance with contract terms; advise staff on contract issues; research contract issues and questions, and recommend solutions for contract problems.
- Develop intergovernmental agreements which include interagency and interstate agreements. Develop agreement language. Serve as primary contact to respond to questions, resolve issues and facilitate processing agreements. Advise agency staff on use of and procedures for intergovernmental agreements.
- Provide consultation, advice and direction to all levels of agency staff regarding contractor selection and contracting issues and procedures. Maintain current knowledge of state procurement laws, rules, policies and procedures. Interpret and apply agency, state and federal policies, rules and laws relating to the selection of contractors and contracting for personal services.
- Prepare analytical and statistical reports on agency contracts for management, regulatory agencies or the legislature.
WORKING CONDITIONS
Work is conducted in a general office environment. This employee will meet deadlines and manage multiple priorities, working with staff and others under short timelines and within state and federal contract laws and rules, problem solving when contracting issues arise.
