GENERAL INFORMATION
- This position is with the Oregon Department of Energy, Building Technologies Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
- This is a permanent, full-time position located in Salem. The position receives full fringe benefits. TO QUALIFY

A Bachelor’s Degree in Business or Public Administration, Engineering, Physics, Energy Management or a related Technical field; and four years experience coordinating or administering a program OR;

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Preference may be given to those who have experience performing commercial building: energy simulation, HVAC system design, energy auditing and analysis, or building energy code development/analysis.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to provide program management and development, and policy analysis related to energy efficiency and sustainable development, with emphasis on commercial sector technologies. Major duties include:

Conduct energy analysis of non-residential (commercial and public) buildings, to identify potential energy efficiency opportunities. Prepare report of findings that includes analysis of energy savings, recommended energy efficient technologies and strategies, and cost effectiveness.

Interface with project managers, architects, engineers, commissioning agents, facility engineers and other building and design professionals on projects for the State Energy Efficient Design Program. Participate in programming, schematic design, and other key meetings with project design team to represent the state’s goals and interests in energy efficiency and sustainability. Review design documents and make recommendations to design team to ensure that energy efficiency and sustainability are addressed to the maximum extent possible. Review construction documents and specifications and issue deficiency reports to design team as necessary.

Review energy simulations and modeling of building energy use to ensure accuracy of building benchmark energy use and estimated savings associated with various energy efficiency options.

Provide technical analysis, consultation and review of proposed energy-efficiency projects for other department programs, customer groups, and the general public to identify opportunities to improve resource efficiency and reduce environmental impacts. Facilitate and participate in forums of technical experts regarding issues that impact Oregon.

Monitor and evaluate existing statewide program(s) to ensure that technical and program standards are maintained; recommend revisions to guidelines and administrative rules as necessary.

Develop technical specifications for inclusion in administrative rules and guidelines for state programs.

Prepare required monthly and quarterly written reports for work performed under contracts with funders as applicable. Maintain oversight of expenditures and track program budgets. Identify potential funding sources, prepare proposals, solicit and obtain funding for new initiatives. Write statement of work and evaluation criteria for RFPs for multiple contracts covering a diversity of needs and clients. Participate in the contractor selection process and manage any required contracts.

Assess policy implications and make policy recommendations concerning new technologies and issues affecting program delivery and direction. Make presentations to the legislature and stakeholder groups on agency programs and policies and on the impacts of new technologies and program initiatives.
WORKING CONDITIONS

Regular travel throughout the state and region. Occasional interstate travel. Attendance at evening and weekend meetings or events occasionally will be required. Flexibility on hours may be required to accommodate short project timelines. Must be able to work independently with few formal written guidelines and without close supervision. Must have valid driver’s license and a good driving record; if not, you must be able to provide an acceptable method of transportation.

This position requires extensive use of computer applications and telephone. Software commonly used includes word processing, spreadsheet, database, web browser and email. This can entail long periods of typing, reading from the computer display and attending meetings or conveying information by telephone.

This position is required to perform energy audits and inspections of commercial facilities, involving various physical activities and exposure to conditions and risks normally associated with construction sites and mechanical equipment. This includes but is not limited to lifting up to 50 pounds, climbing ladders and stairways with limited handhold; navigating rooftops, elevated walkways, slippery surfaces, crawlspaces and other tight spaces; and exposure to charged electrical and mechanical equipment.
