GENERAL INFORMATION
- This position is with the Oregon Department of Energy, Building Technologies Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
- This is a permanent, full-time position located in Salem. The position receives full fringe benefits. TO QUALIFY

A Bachelor’s Degree in Business or Public Administration, Engineering, Physics, Energy Management or a related Technical field; and four years experience coordinating or administering a program OR;

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Preference may be given to those who have experience working in residential construction and design, HVAC system design, or energy efficiency program operations.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to provide program management and development, and policy analysis related to energy efficiency and sustainable development, with emphasis on residential sector technologies. Major duties include:

Manage the Energy Star Homes program contract by coordinating the development of guidelines and rules, implementing and monitoring the certification and quality assurance process, maintaining the web-based system to track homes and the status of certification and inspection process.

Provide technical expertise to the High Performance Home Business Energy Tax credit Program, Energy Star Homes for both site built and manufactured homes, and the Residential Energy Tax Credit Program by performing energy analysis; researching new program approaches and technologies; developing, implementing and monitoring new pilot programs and coordinating the development of guidelines and rules.

Work with technical staff and other state energy offices to ensure regional program technical standards are maintained and updated as technology improves.

Provide training and other technical assistance to the Building Codes Division for support and development of Oregon’s residential energy code and construction processes in manufactured housing plants.

Coordinate and conduct training in energy efficient HVAC practices for residential builders, HVAC contractors and the manufactured housing industry.

Collect and conduct analysis of field data on heating system performance and energy efficient home construction techniques. Perform random quality assurance checks of Energy Star and Oregon High Performance Homes to confirm effectiveness of the home inspection process. Conduct periodic plant inspections to review quality of manufactured housing construction practices.

Prepare required monthly and quarterly written reports for work performed under contracts with funders as applicable. Maintain oversight of expenditures and track program budgets. Identify potential funding sources, prepare proposals, solicit and obtain funding for new initiatives.

Assess policy implications and make policy recommendations concerning issues affecting program delivery and direction.
WORKING CONDITIONS
- Regular travel throughout the state and region. Occasional interstate travel. Attendance at evening and weekend meetings or events occasionally will be required. Flexibility on hours may be required to accommodate short project timelines. Must be able to work independently with few formal written guidelines and without close supervision. Must have valid driver’s license and a good driving record; if not, you must be able to provide an acceptable method of transportation.
- This position requires extensive use of computer applications and telephone. Software commonly used includes word processing, spreadsheet, database, web browser and email. This can entail long periods of typing, reading from the computer display and attending meetings or conveying information by telephone.
- This position is required to perform energy audits and inspections of residential facilities, involving various physical activities and exposure to conditions and risks normally associated with construction sites and mechanical equipment. This includes but is not limited to lifting up to 50 pounds, climbing ladders and stairways with limited handhold; navigating rooftops, elevated walkways, slippery surfaces, crawlspaces and other tight spaces; and exposure to charged electrical and mechanical equipment.
