GENERAL INFORMATION
 
  • This position is with the Oregon Department of Energy, Conservation Services Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

  • This recruitment will be used to establish a list of qualified people.  The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.

  • This is a permanent, full-time position located in Salem.  The position receives full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

TO QUALIFY

  • A Bachelor’s Degree in Business or Public Administration, Engineering, Physics, Energy Management or a related Technical field OR;

  • Any combination of experience or education equivalent to three years technical-level experience coordinating or administering a program.

  • In the "Work History" section on your application you must clearly describe your experience in each of the areas listed.  Failure to provide this information may result in eliminating your application from further consideration.

  • Credits must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application form.

  • Preference may be given to those who have experience coordinating or administering a program in an energy-related field.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to provide moderate-to-complex technical review and analysis for the Business Energy Tax Credit (BETC) program, and to support external customers in the areas of energy reviews, site visits and conducting surveys and studies. Major duties include:
 
  • Develop in-house expertise in lighting and renewable energy technologies through research, training and experience Review, analyze, and approve or deny lighting and renewable energy BETC applications. Make policy and rule recommendations regarding areas of expertise.

  • Conduct site visits and inspections of projects submitted for the BETC. Determine conformance of technical projects preliminary specifications.

  • Assist businesses and non-profit organizations with identifying eligible projects, eligible project costs and completing the BETC application. Explain administrative rules, policies and procedures to consumers, vendors, utility staff and others.

  • Prepare and make presentations to employers, professional associations, interest groups and local governments on the BETC program and other department incentives.

  • Oversee development of case studies, fact sheets and consumer brochures for energy efficiency and the BETC program. Participate with other BETC team members in developing marketing strategies that target specific market sectors and technologies.

  • Research the eligibility for tax credit projects. Recommend to department management needed changes in Oregon Administrative Rules and statute governing the BETC program to improve the operation. Serve on an interdivisional technical group to periodically review new technologies and emerging issues and evaluate program policies and rules.
 
WORKING CONDITIONS
  • Work conducted in a typical office environment. Occasional overnight travel and extended working hours.  Occasionally required to climb ladders, enter crawl spaces, attics, mechanical equipment rooms and tunnels subject to unusual environmental and physical conditions.
