Proposed Facility: The Applicant proposes to construct a combustion facility with a combined cycle and a simple cycle turbine generator with a natural gas as the primary fuel and No. 2 Fuel oil as the backup fuel. Power production will be 653 megawatt nominal and 701 megawatt winter peak generating capacity. Location: The majority of the facility will be located on Lot 3 in the Port of Portland owned Troutdale Reynolds Industrial Park in the City of Troutdale. A 2,000 foot segment of the 230-kv transmission line may be located in the City of Fairview. (Vicinity Map)
