Information for Tax Credit Certified Duct Sealing Technicians
The Oregon Residential Energy Tax Credit program certifies technicians to install new ductwork and seal ductwork in existing homes. Specific air leakage requirements for different applications apply:
  • New ductwork in new homes
  • New ductwork in existing homes
  • Retrofit sealing of existing ductwork in an existing homes
 
In all cases duct leakage must be measured using specialized equipment according to Oregon Department of Energy test protocols and joints must be sealed with mastic (not foil tape of any kind). Flex duct is allowed, but system leakage must meet program requirements. Specific requirements and testing protocols can be found in the links to the right.
 
In order to be certified, duct sealing technicians must demonstrate proficiency by taking an approved training class, completing an application and agreement form and participating in an Oregon Department of Energy training session. Applicants must successfully complete training with an approved Performance Tested Comfort Systems (PTCS) trainer or master technician, pass a written test (and complete three installations inspected by an approved verifier if trained by PTCS). Technicians who are interested in tax credit certified duct sealing technician training should visit PTCS (www.ptcsnw.com ) or Energy Trust of Oregon (www.energytrust.org) to find a schedule of classes. 
 
The Oregon Department of Energy requires renewal of technician certification annually. In the fall, the Department sends each currently certified technician a letter with renewal forms. A minimum of four (4) approved installations are required for renewal.  The Oregon Department of Energy will schedule a telephone conference call to update technicians on any changes in rules, review technical requirements and answer questions. Technicians who have not completed the 4 duct sealing installation in the calendar year must retake the technical training and test.
