The Oregon Streamflow Duration Assessment Method is a scientific rapid-assessment field tool developed to help determine whether a stream is perennial, intermittent or ephemeral. This tool has been developed for use in Oregon to provide technical guidance when identifying waters that may be subject to the regulatory jurisdiction under Oregon’s Removal-Fill Law and Section 404 of the Clean Water Act.
Use of the method is recommended but not required. Regulators, consultants and natural resource specialists are encouraged to use the method, because it will make it easier to provide information the Oregon Department of State Lands and Corps of Engineers need to make more timely and predictable jurisdictional determinations. The agencies have released the method for use as an interim version. It will be tested for one year before it is finalized, and the agencies encourage practitioners and the public to provide comments on their experience using it.
