Draft Rules Governing the Issuance of Forage Leases and Livestock Trailing Permits
What is This Notice About?
 
The Department of State Lands (DSL) has identified a number of changes that need to be made to its administrative rules governing the issuance of forage leases and livestock trailing permits (OAR 141-110-0000 through 141-110-0150).  The rules currently in place were adopted by the State Land Board on March 2, 1999.  Since that time, they have served both DSL and the public well.  However, during the past several years, Department staff have identified several changes that need to be made to these rules in order to:
 
  1. Implement changes to the livestock grazing fee formula following recommendations made as a result of an audit by the Secretary of State’s office in 2004.
  2. Implement changes to the livestock grazing fee formula based on the recommendations made by the 2005 & 2008 Grazing Fee Advisory Committees.
  3. Revise the existing rules to reflect other changes in certain uses of state-owned land for livestock grazing purposes.       
 
The agenda item for approving changes to the rules governing management and leasing of rangeland forage (OAR 141-110) was removed from the Land Board June 16 meeting agenda, and will be considered at the October 2009 meeting.

How Long is the Public Comment Period?
The public comment period for these draft rules remained open until 5 PM, Friday, May 8, 2009.  We plan to take the revised rules to the Land Board for consideration at their June 16, 2009 meeting.
