Introduction
Welcome to Oregon’s e-file Program for filing your 2007 Oregon Personal Income Tax return. The following links will provide you with important information and answer any questions that you might have. Before you electronically file your return, please thoroughly review all of the information provided through each link.

E-filing Overview
How does e-filing work? Click. Zip. Fast Round Trip, that’s how!
  1. Using Oregon approved software, complete the federal and state returns.

  2. The federal and state returns are signed with the federal PIN or the Oregon Form EF prior to filing the return.

  3. Within 24 hours after the returns are filed, the IRS will send an acknowledgement to the software company that you used to e-file letting them know (who will then notify you) the return was received.

  4. The same software company will receive the Oregon acknowledgement 2-3 days after the IRS acknowledgement.

  5. If you are requesting a refund, it will be issued within 7-12 days after processing begins. Please allow extra time if claiming Working Family Child Care Credit (WFC).

Benefits of e-file
E-filed returns:
  • Are easily prepared and filed as most software has easy to follow step-by-step instructions.
  • Are acknowledged by the IRS and Oregon as being received.
  • Are processed faster than paper returns.
  • Result in faster refunds. Generally after processing begins, e-filers receive their refunds in 7–12 business days if not claiming Working Family Child Care Credit (WFC). Please allow extra time for processing if claiming WFC.
E-filing allows you to transmit your return quickly and safely to the IRS and Department of Revenue. When the IRS and Revenue receive your returns, each agency will notify the software company you used to e-file. The software company will notify you that your returns were received. Taxpayers who e-file usually receive their refunds more quickly than taxpayers who file paper returns. Generally, after processing begins, e-filers receive their refunds in about 7 to 12 days; paper-return filers usually receive their refunds in six to eight weeks.

How to e-file
You can e-file your federal and state returns using one of four services: using a tax preparer, online tax preparation software, purchasing off-the-shelf tax preparation software, or a free e-filing service.

Choosing a tax preparer
Check your local phone book under "Tax Return Preparation" for locations offering e-file service. Fees will vary with each preparer depending on the type of service you require.
 
The IRS provides more information on how to find a preparer in your area who e-files.
 
Online tax preparation software
 
You can file your federal and state returns from your home computer, from work, or from a library using Oregon-approved online tax preparation sites. See online e-filing for a list of tax preparation sites that can assist in preparing your federal and Oregon returns.
 
Note: For more in depth detail of Internet security, pricing, features, technical support on the different tax preparation software, both online and off-the-shelf products, please visit their sites. They have excellent FAQ sections which should answer all of your questions. Look at the total package; investigate all your options. These products differ in price, features, and service.
 
Off-the-Shelf tax preparation software
 
You can purchase tax preparation software from office-supply stores and other retail outlets. Each package has an array of features and services. Note: You will need internet access to send your returns electronically online.
 
Free e-filing Services
 
A free e-filing service is AARP Tax-Aide. They have sites located around Oregon that offer tax assistance. Visit AARP’s Web site for more information, www.aarp.org/taxaide, or call 1-888-227-7669. Note: Not all locations offer free e-filing.
 
Oregon has teamed up with the IRS Free File Alliance, which means some of the Oregon-approved online tax preparation sites offer free e-filing of the federal and Oregon returns. In some cases, you will need to purchase services for e-filing the federal return in order to e-file your Oregon return at no charge. Free Online Filing has a list of qualified programs and organizations.

Checklist for e-file Tax Year
  • Select Oregon approved e-file software.
  • Complete the federal and state returns.
  • Review the returns, making sure all information is accurate.
  • Sign the federal return using the federal PIN. Oregon recognizes the federal PIN.
  • Or complete the 2007 Oregon Form EF signature document. Keep them with your records; do not send.
  • If you have tax due, complete the Oregon Income Tax Payment Voucher, Form 40-V for mailing 2007 tax due or 2008 estimated payments. Do not send your W-2s and 1099s; keep them with your records.
  • Pay any tax due by April 15, 2008 to avoid penalty and interest.

Documents for Tax Records
When you e-file, we suggest that you keep the following documents on file for three years:
  • Copies of your federal and state returns.
  • Copies of special-case attachments, if any, that you mailed or faxed to the department.
  • Your W-2(s) and 1099(s).
  • Oregon Form EF Individual Income Tax Declaration for Electronic Filing. (If you signed your federal and state returns with a federal PIN (Form 8879), you do not need to sign Oregon Form EF.) Do not mail Form EF and attachments to the Oregon Department of Revenue unless requested to do so.
  • Copies of acknowledgements from the IRS and the Oregon Department of Revenue, which states that they have received your returns.
  • All other supporting documents pertaining to the federal and state returns that you are filing; such as receipts and/or statements.

E-filing Questions and Answers
  1. I moved. How do I notify the department of my new address?

    Call our Tax Services representatives, at 503-378-4988 (Salem) or 1-800-356-4222 (toll-free from an Oregon prefix). Or download the Change of Address form 150-800-735 and mail it to the department at the address listed on the form.

  2. I moved from Oregon to another state in the middle of the year. I need to file both state returns; can I file both electronically?

    Yes. Please check with your software company on how to do this.

  3. I used a federal PIN to sign my federal electronic return. How do I sign my Oregon electronic return?

    Oregon will accept the federal PIN as an electronic signature on the Oregon return.

  4. I just e-filed my return from home and I haven’t received any acknowledgements that the IRS or Oregon received my returns. What do I do now?

    You should receive an IRS acknowledgement within 24 hours of transmitting your returns. The Oregon acknowledgement should come two to three days after the IRS acknowledgement. If you have not received either acknowledgement, please contact your software company technical support. You may also call the department, 503-378-4988 (Salem) or 1-800-356-4222 (toll-free from an Oregon prefix) to check on your return status. Please allow three days from the IRS acknowledgement before contacting the Oregon Department of Revenue.

  5. Will I receive notification before I receive my direct deposit?

    No. You will have to monitor your bank account since we do not notify you when the deposit has been made.

    If the department has begun processing and there were no adjustments to your return, you should receive your direct deposit refund within 7 to 12 days. The department reserves the right to review any return. If your return was selected for review, your direct deposit may be delayed.

  6. I e-filed my return and now I find I made an error. How do I amend it?

    You will need to file an amended return, making sure to check the amended return check box. You will also need to fill out and attach the Oregon Amended Schedule. Amended returns for tax year 2007 can be electronically filed with an Oregon Amended Schedule.

  7. It’s April 15, and I have not yet received an Oregon acknowledgement, and I owe money. How do I send in my payment without an acknowledgement?

    Because payment has to be postmarked no later than April 15, 2008, you can download a Payment Voucher by clicking on the link Form 40V, and mail it in with your payment.

  8. It’s April 15, and I have not received an Oregon acknowledgement. If I don’t receive it today, do I need to send in a paper return?

    Do not file a paper return.
    Each e-filed return gets an electronic postmark showing the time and date you submitted it. Oregon accepts the electronic postmark as the filing date for the e-filed Oregon return.

    Due to the high volume of returns sent around April 15, it may take an additional day or two to receive your acknowledgement.

  9. I need to file an extension on my Oregon return only, how do I do that?

    File Oregon extension Form 40-EXT. If you expect a refund, enter -0- in the payment box of Form 40-EXT.

    If you have tax to pay, enter that amount on the Form 40-EXT. The extension allows only more time to file your return, not to pay the tax. Attach your check or money order to the payment coupon and mail to the address on the form to avoid penalties and interest.

    Please note: An extension to file does not mean an extension to pay. Payments must be postmarked on or before April 15, 2008 to avoid penalty and interest.

  10. Can I pay by credit card or direct debit?

    You can pay your 2007 Oregon individual income tax or make 2008 estimated tax payments with Discover, MasterCard, or Visa credit cards.

    You can also make an electronic payment from your checking or savings account on your 2007 Oregon individual income tax, amended return taxes due, 2008 estimated tax payments, or assessments or deficiencies. There is no fee to use this payment option.

  11. I want to pay my taxes. How do I submit my payment?

    You can pay your tax one of four ways, but be sure to submit your payment by April 15, 2008:

General Acknowledgement Info.
Both the IRS and the Oregon Department of Revenue will acknowledge receiving your return. The Oregon Department of Revenue’s acknowledgement is separate from the IRS acknowledgement. It is the responsibility of the software company or your tax practitioner to make the acknowledgement available to you.
 
When the IRS accepts your federal return, it will send an acknowledgement to the software company that you used to e-file. The IRS then electronically submits your state return to the Oregon Department of Revenue’s computer system. The Oregon acknowledgement comes two to three days after the IRS acknowledgement. The software company you used will download the acknowledgements and make them available to you. Around April 15, this process takes longer due to high volume at the IRS.
 
The Oregon acknowledgement does not mean the return is error-free. The acknowledgement only means that the department has received your return, like a certified mail receipt. The Oregon Department of Revenue reserves the right to examine any return - both paper and electronically filed - for a number of reasons. Processing may take longer and any refund may be delayed if a return is pulled for review.

Payment Information
Balance due returns can be filed at any time prior to April 15, 2008. However, the envelope with Form 40-V, Oregon Income Tax Payment Voucher, and the payment must be postmarked on or before April 15, 2008 to avoid penalty and interest.
  • Do not wait to receive a billing statement from the department. You may not receive a statement until after April 15, when penalty and interest charges will begin.
  • If you can’t pay the total tax owed by April 15, 2008, file your return and pay what you can to avoid additional failure-to-file penalties in addition to any interest on the unpaid tax owed.
  • After April 15, we will send you a bill for the balance, along with penalties and interest on the unpaid portion of your taxes. Once you receive a bill, you can then set up a payment plan by calling the number listed at the bottom of the billing notice.
  • You can pay your 2007 Oregon individual income tax or make 2008 estimated tax payments with Discover, MasterCard, or Visa credit cards.

    You can also make an electronic payment from your checking or savings account on your 2007 Oregon individual income tax, amended return taxes due, 2008 estimated tax payments, or assessments or deficiencies. There is no fee to use this payment option.

Refund Information
Generally, after processing begins, refunds are received within 7 to 12 days from the time you transmit your return. Contact your software company or tax preparer to make sure the Oregon acknowledgement was received, indicating that the department does have your return. The Oregon Department of Revenue reserves the right to examine any return—both paper and electronically filed—for a number of reasons. Processing may take longer and any refund may be delayed if a return is pulled for review.
 
Where’s My Refund?
 
If you have not received an Oregon acknowledgement, have not received a paper check, or the direct deposit has not been made, check the status of your refund on our website at www.oregonrefund.com.
 
You can also check the status of your Oregon refund by calling our automated voice response system. Please have the primary Social Security number on the return, the refund amount, and return type information (married filing jointly, married filing separately, etc). Call Tax Services at 503-378-4988 (Salem) or 1-800-356-4222 (toll-free from an Oregon prefix). Tax Services representatives are available 7:30 a.m. to 5:00 p.m. Monday through Friday (closed from 9-11 a.m. on Thursdays).
 
Direct Deposit
 
Refunds can be directly deposited into a bank, other financial institution accounts, or credit union accounts. Taxpayers who request direct deposit will receive their refunds more quickly. It also eliminates the possibility of a lost or stolen paper check.
 
Check with your bank before requesting direct deposit. Some banks may not permit the deposit of a joint refund check into an individual account. The department is not responsible when a bank rejects a direct deposit for incorrect account / routing number or for their own policy regulations.
 
Carefully verify the bank account information. Make sure there are no spaces or hyphens in either the routing or account numbers. If an error is found in the account or routing numbers after it has been transmitted, we cannot change the numbers or stop the refund from being deposited. The department is not responsible for incorrect deposits into a bank account approved by the taxpayer.
 
When a direct deposit has been rejected by the bank, the department will issue a paper check and send it to the address on the return.
 
An Oregon state refund can be direct deposited into a different account than your federal refund, but an Oregon state refund cannot be direct deposited into more than one account.
 
Notification of Direct Deposit
 
It will be your responsibility to monitor your bank account for the deposit. We do not notify the taxpayer or tax professional when the deposit has been made.
