Why we're here

Oregon's Public Health Emergency Preparedness Program (PHEP), in a joint effort with the Conference of Local Health Officials (CLHO), develops plans and procedures to better prepare the State of Oregon for public health emergencies and manages the State of Oregon Public Health Agency Operations Center (AOC).


What we do

Through the Governor's Security Council, the ESF-8 (Emergency Support Function- Health and Medical) Policy Group, and the Conference of Local Health Officials (CLHO), with guidance from the Centers for Disease Control and Prevention (CDC) and the Hospital Preparedness Program (HPP - formerly HRSA) , PHEP establishes processes for direction, coordination, and assessment of activities to ensure state and local readiness, interagency collaboration, and preparedness for biological events, and other public health emergencies.


Activities include:

  • Conducts ongoing, periodic assessments of public health system capacities related to pandemics, outbreaks, chemical & biological events, and other public health emergencies to improve planning, coordination, and implementation.
  • Develops and exercises a comprehensive public health emergency preparedness plan to respond to emergencies caused by bioterrorism and other public health emergencies.
  • Coordinates with federal agencies to ensure state, local, and regional preparedness for bioterrorism and other public health emergencies.
  • Ensures the Oregon Healthcare Delivery system has the capacity to respond to all public health emergencies.

  • Manages the CDC Strategic National Stockpile (SNS), should it be deployed in Oregon. Prepares SNS plans and periodic exercises to train individuals who are part of SNS preparedness. Assists local health departments in developing plans to administer SNS assets.
  • Operates the Secure Oregon Health Network (HAN), as part of the national CDC HAN program and its affiliated information systems.
