"City and county governing bodies shall work with school district personnel to identify barriers and hazards to children walking or cycling to and from school. The cities, counties and districts may develop a plan for the funding of improvements designed to reduce the barriers and hazards identified."
House Bill 3712 passed successfully in the final days of the 2001 legislative session. In its original form, the bill provided funding for projects that would eliminate barriers to children walking and cycling to school. However, the bill now simply directs cities and counties to work with school districts and identify hazards that keep kids from walking and bicycling safely to school. The bill was sponsored by Rep. Vic Backlund, R-Keizer, and the Bicycle Transportation Alliance, who will now work with cities, counties, public health agencies, school districts and the Oregon Department of Transportation to implement the bill.
