| What is OVERS? |
|
The Oregon Vital Events Registration System (OVERS) is a multi-phase project to put Oregon’s vital records systems online using a secure, Web-based system. Current systems and processes require use of paper certificates, duplicated work and outdated computer systems. With OVERS, users enter information directly into a Web-based application. Errors are caught as the record is entered. The record is electronically signed and registered, and then is immediately available to the state and county offices.
Current modules include:
- Electronic Death Registration System (EDRS), which is the electronic tool used to complete and register death certificates. EDRS completed statewide roll out in July 2007 and we are continuing to expand its use in medical facilities.
- Electronic Birth Registration System (EBRS), which is currently in the testing stage and will become active statewide on January 1, 2008. EBRS will replace the existing DOS-based Electronic Birth Certificate (EBC) system as the electronic tool to complete and register birth certificates.
Future modules include induced termination of pregnancy, marriage and divorce. Fetal deaths will be reported through EBRS beginning in August 2008.

| How do we implement OVERS? |
|
Because OVERS is an online, Web-based system, the only software loaded on facilities’ systems is a device driver for the biometric reader. The driver can be loaded to as many or as few machines as desired by the facility. Both EBRS and EDRS use the same software, including the biometric device and driver, which is provided free of charge. See the Information Technology FAQ for more specific information on the biometrics reader.
The Center for Health Statistics will be contacting hospitals regarding technical setup and training for your birth certificate staff during October 2007. Additional information is available by calling Mike Day at 971-673-1196 or on the OVERS Web site at www.oregon.gov/DHS/ph/overs/.

| Does OVERS cost anything? |
|
There are no user fees for the system. Maintenance costs of the Web-based system are paid by the Center for Health Statistics. Users need only provide an appropriate computer and Web access. See the Information Technology FAQ for more specific information. All training and support for the OVERS system is provided free of charge. All biometric equipment and associated software is provided free of charge.

| What are the benefits? |
|
OVERS:
- Speeds up certificate completion. On-line certificates can be completed in a single day by multiple participants, making it available for families and others.
- Reduces changes to records by checking for common human errors and omissions as information is entered in a record.
- Improves security because it uses electronic biometric ‘signatures’ and meets HIPAA security standards.
- Simplifies the entry process, displaying only information relevant to specific users and autofilling address, license and other information.
- Eliminates the need to send paper certificates back and forth for signatures because the records are electronic and multiple users to can access a single record.

| Is there a help desk? |
|
Yes. The help desk is available from 8:00 AM to 5:00 PM Monday through Friday by calling 971-673-0279. We also have a project Web site full of information, tutorials, etc., at www.oregon.gov/DHS/ph/OVERS/.

| Where can I get training? |
|
We offer multiple training methods. Training may be available on-site or regionally with a live trainer or it may be provided through an interactive Web session. Call our help desk for more information about training options for your specific needs.
