Health Care Interpreters: Ways to Ensure Linguistic Access

 

The key to providing effective health care for LEP persons is to ensure that they are able to communicate with their caregivers. Health service providers must ensure that the LEP patient is given adequate information, is able to understand the information, and receives those services for which she/he is eligible.

Oral Interpretation

Designing an effective oral language assistance program may include:

  • Hiring bilingual staff who are trained in the skill of medical interpretation;
  • Hiring staff interpreters who are trained in the skill of medical interpretation;
  • Contracting with outside interpreter services;
  • Arranging for community volunteer interpreters; and
  • Arranging for the use of a telephone language interpreter service.
Written materials

According to the Office for Civil Rights, an effective language assistance program should routinely provide written materials in "regularly encountered" languages. In Oregon, six languages will be prioritized for which written materials should be available: Spanish, Russian, Korean, Vietnamese, Mandarin, and Cantonese.


Oregon provides services for Medical Assistance recipients via managed care. Under managed care, interpreter services are provided to enrollees as part of the OHP Standard and OHP Plus benefit package. Under fee-for-services, interpreter services are provided for enrollees in chemical dependency and mental health services only.
