Appendix I: Definitions
HSEES Event: An event eligible to be entered into the surveillance system; an event
is a release of any hazardous substance [excluding petroleum and petroleum products
not otherwise specifically listed or designated a "hazardous substance"] in an amount
that needs to be removed, cleaned up, or neutralized according to federal, state, or
local law. Threatened releases of such substances are also included if this threat led
to an action (e.g., evacuation) to protect public health.
Hazardous Substance: Any element, substance, compound, or mixture, including
disease-causing agents, which after release into the environment and upon exposure,
ingestion, inhalation, or assimilation into any organism, either directly from the
environment or indirectly by ingestion through the food chain, will or may reasonably
be anticipated to cause death, disease, behavioral abnormalities, cancer, genetic
mutation, physiological malformations (including malformations in reproduction), or
physical deformations, in such organisms are their offspring. Hazardous substances
include chemical, biological, radiological, and medical materials.
Victim: An individual who experienced at least one symptom or injury as a result of a
HSEES event.
Responder: A person whose job it is to bring the release under control,
provide medical assistance to victims, or conduct crowd control.
Employee: Only employees of the company where the event occurred.
General Public: Any person who is not an employee of the company where
the event occurred and is not a responder. For this report, students are
considered members of the general public.
Protective Clothing:
Turnouts: Also known as Structural Fire Fighters' Protective Clothing (SFPC);
the protective clothing normally worn by fire fighters during structural fire
fighting operations. Includes helmet, coat, pants, boots, gloves and a hood, and
full-facepiece, positive pressure, self-contained breathing apparatus (SCBA).
Level A: SCBA plus totally encapsulating chemical resistant clothing
(permeation resistant)
Level B: SCBA plus hooded chemical resistant clothing (splash suit)
Level C: Full or half face respirator plus hooded chemical resistant clothing
(splash suit)
Level D: Coverall with no respiratory protection
