About Oregon Emergency Medical Services for Children

OREGON EMERGENCY MEDICAL SERVICES FOR CHILDREN (EMSC) was established in 1984. The Department of Human Services; EMS and Trauma Systems is the lead agency for EMSC in Oregon. The program aims to improve pediatric emergency care capabilities, childhood injury prevention initiatives, pediatric data and school health within all areas of Oregon through education, system development and research.

EMSC is an initiative designed to reduce child and youth disability and death due to severe illness or injury. The goals are to ensure that state-of-the-art emergency medical care is available for all ill or injured children and adolescents; that pediatric services are well integrated into an emergency medical services (EMS) system; and that the entire spectrum of emergency services, including primary prevention of illness and injury, acute care, and rehabilitation, are provided to children and adolescents.

In 2001 the Oregon Legislature passed Senate Bill 243. This legislation will dramatically improve the face of EMSC in Oregon. The EMSC Advisory Committee and EMS & Trauma Systems staff will be formulating a strategy for implementation in the coming months. New Oregon Administrative Rules (OARs) as well as pediatric care guidelines will be developed. For a copy of the Bill, click here. PDF File (16K)

"EMSC is an essential component of the EMS System because CHILDREN ARE NOT LITTLE ADULTS and should not be treated as such."

The U.S. Department of Health and Human Services Administration Maternal and Child Health Bureau provides the funding for Oregon EMSC.
