The Asthma Data Workgroup (ADWG) is a collaborative workgroup of data analysts, quality improvement coordinators from participating health plans, health system representatives, and the Division of Medical Assistance Programs (DMAP, Oregon's Medicaid program), and the Oregon Asthma Program's (OAP) Epidemiologist. A goal of the OAP is to improve the measurement of the burden of asthma in health systems and the quality of care people with asthma are receiving.
One of the primary goals of the OAP is to develop a comprehensive public health surveillance system for asthma. The two main objectives of the surveillance system are to monitor the burden of asthma in our state and to determine whether the indicators in The Guide to Improving Asthma Care in Oregon (The Guide) are being met.
To accomplish these objectives, the OAP convened the ADWG. The mission of the ADWG is to:
- To provide guidance of and assistance in the analysis of data sources not otherwise available to the OAP, in order to make public health surveillance for asthma as comprehensive and informative as possible.
- To assist with the dissemination of surveillance data regarding the burden of asthma in Oregon.
- The ADWG meets to provide expert advice on asthma data issues and develop methods of measuring medical and pharmacy claims for asthma care measures outlined in The Guide to Improving Asthma Care in Oregon

Full Technical Specifications: 2008 (pdf) provides for quantifying measures in The Guide -- The 'Tech Specs' is a companion to The Guide.
Simplified Technical Specifications: 2008 (pdf) provide step-by-step guidance for calculating the quantifying measures presented in the Full Technical Specifications.
DMAP-QPI Asthma 2008 Performance Measure Specifications (pdf) -- The OAP has been collaborating with DMAP - Quality and Performance Workgroup (QPI) to measure two of the indicators in The Guide. These technical specifications describe the methods to be used by participating Fully Capitated Health Plans in measuring their health plan claims data (based on Oregon's Technical Specifications - see above).
Asthma Medications Spreadsheet (xls) contains a modified version of the Healthcare Effectiveness Data and Information Set (HEDIS) spreadsheet for appropriate medications for people with asthma. Modifications include combination of two years of HEDIS medication spreadsheets and additional codes and numbers.
