Short history of HIPAA
 
Since the Health Insurance Portability and Accountability Act (HIPAA) was enacted, DHS has been steadily changing the way we process electronic claims, remittance advices, client inquiries, and claims inquiries.
 
Originally, all covered entities, including state Medicaid programs, were to have HIPAA-compliant electronic business practices in place by October 2003. When overall progress was very slow, the federal Centers for Medicare and Medicaid Services (CMS) allowed a one-year extension until October 2004. Oregon DHS signed a Contingency Plan with CMS for an additional extension to December 31, 2005. The plan ensured that Oregon Medicaid would be in compliance by the December date.
 
The good news is that the HIPAA-compliant transactions (Electronic Data Interchange—EDI) create consistent standards across the health care industry, which means fewer claim errors and more timely interactions. In turn that means faster, more accurate claims adjudication for entities such as DHS providers. 
 
 
About DHS EDI Support Services
 
EDI Support Services ensure that claims submitted via Electronic Data Interchange (EDI) enter the payment system for processing. They help providers register for, test, and successfully exchange EDI transactions with DHS for billing and claims/eligibility inquiries. They also facilitate the registration of National Provider Identifiers and taxonomy codes. They facilitate the HIPAA EDI Transaction and Codes Sets (TCS) implementation process, and educate DHS providers about how to comply with TCS standards.
