Supports for Adults Order of Enrollment
Why is there an order of enrollment into support services? In general, Federal Medicaid regulations require that persons with developmental disabilities across Oregon must be treated equally. In addition, the Staley settlement agreement call for the “universal access” to support services. This means that persons should be referred to support services in the same manner.Who established the order of enrollment? To help assure equal treatment, the Staley Implementation Group defined the categories of referrals and defined priorities.What is the order of enrollment? Priority Order 1 through 6. Each County has a designated number and schedule for new referrals to support services. New referrals to support services fall into 1 of 6 categories served in priority order i.e., an individual in priority group 1 is referred to services before a person in Group 3.Referral Groups A through D. There are some individuals who are already receiving long term adult funding from Seniors and People with Disabilities that meet the definition of support services as defined in the Staley settlement. Individuals in these groups are scheduled to transition into Brokerages to receive their support services on a schedule established by the Department.
