Child welfare systems, resources, & practices
Systems
At the field service delivery level, each local branch crafts formal and informal
arrangements with other community agencies, private providers and local stakeholders
to improve interagency communication, flexibility of service options, coordination
of service planning and implementation of wraparound services. Branch advisory
boards, consisting of community partners, are assisting implementation of System
of Care on a local level.
Resources
Strength/needs-based (SNB) case planning requires needs through intensive planning
and services that engages parents and their support systems, the development
of resources to meet the childs needs and the blending of community resources
to strengthen the family, In order to accomplish SNB case planning, branches
have access to various new resources. Available funding allows caseworkers
more
flexibility when seeking services to address safety, permanency and attachment
and additional staff reduces caseload sizes in order to support more intensive
casework.
Practice
This is how a branch and community respond to a child in need. A major component
of this change in practice is the Strength/Needs Based Planning approach. The
caseworker and family members work together to create a safe and supportive
context for positive change. To do so, meeting the needs of the child is done
through the strengths of the family. This is enhanced with community services
and resources. Most SNB planning is initiated through the use the Family Decision
Meeting model or a field safety agreement.
