Legislative Emergency Board and Budget Rebalancing

December 2002 economic forecast cuts

Then-Governor Kitzhaber recently required all state agencies to submit budget cut proposals to fix a statewide budget deficit of $111.8 million General Fund, identified by the December economic forecast.

The Governor only has authority to direct across-the-board cuts. Our share of the cut was $28.4 million General Fund.

These cuts were not affected by Measure 28.

November 2002

E-Board action

At the November meeting of the Emergency Board, we submitted plans to address our current budget shortfall, as well as our plan to cut our budget in February if the January ballot measure fails.

The Emergency Board directed the department to implement a number of those proposed cuts regardless of the outcome of the election, in order to help remedy the department's existing $23 million shortfall this biennium.

The E-Board-mandated cuts are indicated on the following charts by yellow shading.

Because the Emergency Board action leaves DHS with less than the required $88 million in cuts if the ballot measure fails, the department has developed a new list of proposed cuts.
