2011 Summary (pdf)

2011 Agency Legislative Concepts
On December 15, agency legislative concepts were pre-session filed by Governor-elect Kitzhaber.  Although Governor-elect Kitzhaber authorized the filing of the agencies’ legislative concepts, his staff will work further with agencies in developing what will ultimately be administration policy recommendations after the Governor takes office on January 10, 2011.  A number of measures approved for filing have fiscal impacts that may not be supported by the final Governor’s Recommended Budget. The budget development process is still under way as a result of the change of administrations and the pre-session filing deadline preceded completion of that work.  The legislative review function was not established as one to necessarily determine the support or endorsement by the Governor-elect for any specific concept; rather, it was initiated to provide a full awareness of the measures agencies were presenting to the legislature.
