State Services Division (SSD) is comprised of Publishing and Distribution, Risk Management, State Procurement Office, Motor Pool/Fleet and State Surplus Property.
Programs
The state's central provider for integrated document publishing and distribution solutions; offers copying, digital and traditional printing and related services at its central plant and three satellite centers; contracts out printing to pre-qualified private vendors using a low bid approach; offers a full suite of mail processing services and provides interagency and on-call delivery service.
 
Provides management of liability and property claims involving state insurance coverage; coordinates workers compensation coverage of state employees; partners with agencies to identify and assess risk, develop and implement processes to manage and monitor risk in support of agency operational mission.
 
Provides direction regarding state wide buying services and strategic procurement services; implements statutes governing state purchasing and contracting including local governments; administers purchasing and contracting rules; provides procurement training and administers statewide electronic procurement system (ORPIN).
 
Establishes statewide fleet policies; provides statewide fleet management services; operates motor pools in Portland, Salem and Eugene; implements cost-effective sustainability practices and enhances use of alternative fuels and vehicles.
 
Manages central disposal of state and local government excess property; coordinates transfer of state and federal property for use by governments and non-profit organizations; establishes process for disposal of IT/Electronic equipment for agencies and local governments.
