VIPP Overview
Vehicle Incident Prevention Project (VIPP) Overview
 
General State Policy: All vehicles in use for state business shall be used legally, courteously and safely. OAR 125-155-0020(1)
 
VIPP Goal: Statewide initiative to improve state employee driving, prevent vehicle collisions and reduce cost.
Basic Driving Safety Expectations:
  • Driver Selection: All employees (and final job candidates) who drive have a current valid drivers license and acceptable driving record.
  • Incident Analysis: Investigate each collision, citation and citizen complaint and analyze for cause, correction and prevention. 
  • Driver Skills: Drivers can operate assigned equipment and use defensive driving techniques.
V8: Agencies with the most driving exposure who will make the greatest improvement in limiting state vehicle risk through their good polices, practices and management.  Note: V8 agency status is determined each year based upon data in the Annual Vehicle Report.
Criteria (Prior fiscal year):
  • 10 or more incidents (collisions and/or state police citations), and
  • More than 1.5 million miles driven, and
  • An incident rate higher than the state ‘s average or more than $150,000 in incurred loss (property, liability and/or workers compensation).
Vehicle Incident Prevention Project (VIPP) Toolkit  Provides state agencies with a comprehensive listing of resources to assist in reducing state vehicle risk.
 
Vehicle Incident Prevention Program (doc)  Provides state agencies with an easy to use reference. This plan will help agencies develop a program with clear direction, uniform expectations and training programs specific to their needs.
