Yellow Book on Vehicle Rules Now Green Book on Fleet Management
 
Since 1996 Risk Management Division has published and distributed over 30,000 copies of the yellow covered book on vehicle rules. Copies were sent to over 6000 managers. Yellow books were placed in state vehicle glove boxes. More were handed out at RMD workshops and seminars. But most people couldn’t seem to find a copy when they had a question. No one wanted to trudge out to the parking lot to reference the copy in the glove box. Many more state employees had never seen a copy or heard of it. Then there was the practical problem of keeping it up-to-date. 
 
So, we’re trying something different. DAS Motor Pool is removing the Yellow Books from state cars. In its place are the Green Book, the Travel Kit RisKey, and various web pages. 
 
The Green Book is published by DAS - Motor Pool. It covers fleet management policies. It is information really meant for Fleet Managers. These policies are applicable to all state-owned cars, whether owned by DAS or agency-owned. The Motor Pools are putting a Green Book in each DAS vehicle. 
 
In DAS cars (those owned by DAS) you will find a single page of Fleet Administration Operating Policies. This is information of interest to drivers. DAS-Transportation, Purchasing, Publishing and Distribution Services Division (TPPS) will keep these two references up-to-date. Copies of the Green Book and the Operating Policies are available at the DAS-Motor Pool Web site .  
 
For those of you who drive an agency owned vehicle, check with your fleet manager to find out about rules or policies you are expected to follow. 
 
The Travel Kit is a new RisKey found on the RMD Web Page. It contains much of the information contained in the Yellow Book. It has the Frequently Asked Questions about vehicle use. It has HOT LINKS to other references on vehicle use. You can link to the Vehicle Use and Access Rules (OAR 125-155) on the Secretary of State web site. You can also link to the State Comptrollers’ policy on travel reimbursement. This will assure that you are getting the most up-to-date information published. 
 
Check with your agency fleet manager, Risk Coordinator or Safety Advisor to learn more about vehicle use and driving on state business.
