Repatriation Coverage RisKey

Repatriate: To go back to one’s country, to restore or return to the country of origin, allegiance or citizenship.
 
Unfortunately, if you are ill or injured overseas, you may find it very expensive to get home. It is likely that your health insurance and workers’ compensation coverage will not cover all the costs. The Risk Management Division currently buys a policy that includes repatriation coverage. It covers all state employees. Repatriation coverage is in place 24 hours per day.
 
Who & What Is Covered
 
Repatriation coverage includes the additional expenses as reasonably incurred, over and above normal transportation costs, for the repatriation or relocation of an ill or injured state employee while on state business. Coverage includes repatriation expenses associated with accompanying spouse and children, provided that:
  • The relocation or repatriation is from the country of injury or disease to a destination in any country other than the country of injury or disease, including the US or Canada, and
  • The relocation or repatriation is necessary in the opinion of competent medical authorities.
If an employee dies, the coverage pays the cost of embalming to meet US/Canadian or other national health standards. Reasonable transportation expenses to return the remains of the deceased to the country of burial or funeral are also covered. 
 
Limits
 
There is a $250,000 limit for each employee. The policy limit is $500,000 each year, regardless of the number of state employees repatriated. There is no deductible.
 
Coverage Territory
 
Employees are currently covered anywhere in the world outside the US or Canada. However, travel abroad to certain US sanctioned countries is only allowed if you have obtained a waiver from the US Government. If you travel to a US sanctioned country and fail to get a waiver, there may not be coverage. 
 
Procedures for Reimbursement  
 
There are steps that an employee must follow for filing a repatriation claim. The employee or his or her agency must arrange and pay for the medical emergency repatriation expenses. All receipts and proof of the competent medical authority’s determination that repatriation was necessary must be retained in order to claim reimbursement.
  1. The employee must be seen by a competent medical authority (CMA) to ascertain the extent of the injury, sickness, or disease.
  2. The CMA must determine whether the injury, sickness, or disease can be treated at the local facility. If necessary treatment is not available, the CMA must decide where to repatriate the employee.
  3. If repatriation is necessary, the CMA must make arrangements with an adequate medical facility where the employee is to be moved, i.e., contact a CMA there and arrange for appropriate care.
  4. The CMA must direct how to transport the ill or injured employee, i.e., airplane type, equipment, attendants, etc.
  5. The prescribed transportation to the receiving facility must then be arranged. Anyone can arrange the necessary transportation as prescribed by the CMA.
  6. For reimbursement of covered expenses, submit a claim to the Risk Management Division. Use the State Self-Insurance Claim Report Form (pdf).  Attach all receipts and documentation. Send your claim to the Risk Management Division, 1225 Ferry Street SE, U150, Salem, Oregon, 97301-4287.
  7. Submit your claim for reimbursement as soon as possible after the date of the emergency repatriation.
Remember, any insurance is subject to cancellation or non-renewal. Understand your current coverage. The full terms of this coverage are described in a policy between the state and the insurer.
