Annual Performance Measures

Oregon Statewide Payroll Services (OSPS) is governed by federal and state tax regulations and labor laws, state statutes, GAAP and prevailing collective bargaining agreements in force.
 
OSPS provides the payroll infrastructure to ensure the functionality necessary to enable state of Oregon agencies to pay their workforce.
Programs
Oregon Statewide Payroll Services (OSPS) has four main areas of concentration:
 
Paymaster
OSPS acts as paymaster for all agencies which use the Oregon State Payroll Application (OSPA).  This includes state and federal tax filing as well as all payroll-related accounting.
 
System Maintenance
OSPS continuously analyzes OSPA and its interface with various other statewide systems for optimal performance.

Education and Training
We educate agency payroll staff in the proper use of OSPA through trainings, user forums, and by responding to system-related questions and resource requests.

Off-cycle manual checks
OSPS produces manual checks daily in order to comply with labor laws and various collective bargaining provisions.
