A Message from the Project Manager
What’s Happening Vol.1 gave readers a general understanding of a learning management system and its value to the State enterprise. Over the next few months, this section will showcase educational topics about the agency implementation and LMS features.
This month’s topic: Preparing your agency for the LMS – culture and change.
Integrating a learning management system (LMS) into the agency culture is a daunting task, even for small agencies. The success of each agency launch is closely linked to how prepared the culture is to accept the new technology. A primary factor is how open the culture is to change.
One change is how learning roles and responsibilities are impacted by the LMS functionality. For example, the LMS has pre-determined roles with associated permissions to manage things such as course creation, course registration and notifications. It’s likely that an agency’s current learning roles will not be aligned with the LMS roles. Consequently, it is important for each agency, as it prepares for implementation, to adjust its roles to match the LMS roles as closely as possible.
Other elements of change are the workflows and processes impacted by the LMS functionality. The LMS will simplify how a person registers for a class. Many agencies may currently have a decentralized registration process. After the LMS is implemented, this function becomes centralized and is automatically managed by the learner.
Most importantly, what impact will this change have on our learners? The LMS is a major shift in how many learners will manage their training needs. As a result, it will be important for the agency to prepare their learners for the upcoming change and to educate them on its value to their jobs and future development.&
Once the launch schedule is determined, the ELMS project team will partner with the agency’s project manager and implementation team to map out the agency’s existing learning roles, workflows, and processes against the LMS functionality to help make this transition seamless. The ELMS project team will also consult with the agency on how best to communicate these changes to all impacted personnel.

What's New
Security Awareness Training coming soon!
As part of the upcoming ELMS pilot, DAS is partnering with the Enterprise Security Office (ESO) to deliver this newly developed e-learning course. This course is a series of modules designed to inform employees of the risks associated with computer viruses, email, and other technologies/tools commonly used in our daily work.
After the DAS pilot, this training will be offered to all state agencies.

Project Status
The ELMS project is moving ahead. A number of initiatives are currently in progress:
The technical “lift and drop” of the existing LMS from DHS to DAS – the ELMS technical work group has recently developed a series of tasks which will successfully “lift and drop” the existing version of the LMS from the DHS system to the DAS system this Fall. This is the first step in providing all participating agencies access to the system.
The Agency Questionnaire – questionnaire responses are being collected. This data will allow the ELMS project team and Advisory Council to decide which groups of participating agencies will launch first, second, third, etc.
The Agency Implementation Guidebook – the agency implementation guidebook is designed as a self-service toolkit to support agencies with implementation planning. The agency implementation work group is currently developing tools to assist agencies with the steps necessary to successfully implement the LMS agency-wide.
Pilot planning – work is being done now to plan for the upcoming DAS pilot. The pilot will be conducted to evaluate the effectiveness of the agency implementation workflow and processes that will be used during each agency deployment of the LMS. The pilot will begin September 2007 and will conclude in December 2007.
Meeting scheduled between DAS, DHS and Meridian (LMS vendor) – executives are meeting to discuss slight delays in project timelines. A full report of the outcomes of this meeting will follow thereafter.

Upcoming Demonstrations Reminder
The ELMS Forum provides an overview of the ELMS project. Attendees will learn what a Learning Management System is and its value to the employee, agency and state-wide enterprise. Attendees will have the opportunity to see the system and ask questions about the enterprise implementation plan.
