Message from Project Manager

First of all, I would like to thank everyone for such a warm welcome. I have enjoyed working with all of you as we work together to implement the Enterprise Learning Management System to all state employees. 
 
I can not tell you how exciting it is to be working toward integrating all statewide learning operations into a comprehensive learning management system. The value that the LMS will provide cannot be stressed enough. There are three primary reasons – the increasing complexity of training processes, direct and indirect savings through the use of the LMS, and most importantly, the ability to tie learning to performance.  
 
Learning processes will only become more complex and unless an agency has an integrated software solution, the ability to manage training becomes very resource intensive. LMS systems streamline learning processes and serve as a self-service portal for employees. Employees can log on and have quick access to the learning catalog, enroll in web-based content as well as physical classroom sessions and partner with management to build an integrated individual career development plan.     
 
In addition, organizations are realizing substantial direct and indirect savings through the use of LMS’. For example, web-based systems’ ability to serve up e-learning course materials to any user with Internet access substantially reduces the costs associated with classroom training (instructors, material copies, and travel expenses).
 
Most importantly, tying learning to employee performance helps to ensure the right kind of training is being delivered to the right people. Organizations want to know where they are strong, where they are weak, where they have gaps in talent, whether the talent is misaligned with organizational goals, or if performance isn’t meeting expectations in some areas. A performance management component in the LMS addresses these issues.

What's New

DAS – HRSD has funds in the 2005-2007 biennial budget that will be dedicated to the ELMS effort and will be using those funds to cover the buy-in costs for all participating agencies.
 
If you have been invoiced please do not pay. If you have already paid, Brandy Meng will work with DAS - Operations to refund your agency. If you have any questions regarding the refunds please contact Brandy directly.
 
The Enterprise LMS Project Team is working on finalizing the cost estimate for the 2007-2009 biennium. The current cost estimate is a one time charge of $4.69 per FTE. Once the 2007-2009 cost estimate is finalized, Brandy will send out an updated interagency agreement along with your agency’s costs for the 2007-2009 biennium.

Project Status

Yes, that’s right - we are full steam ahead! Now that we have our project teams in place we are working hard to prepare the state enterprise for a phased system launch in the fourth quarter, ’07.

As many of you know, DHS has successfully launched the LMS agency-wide. The next LMS upgrade at DHS (planned sometime this summer) will enable the full state-wide launch. The ELMS project team is currently partnering with DHS to assist with upgrade issues. Once the upgrade occurs, that version of the LMS will become the state platform.       
 
As you can imagine, the technical architecture is a very critical first step to ensure a seamless LMS launch. That’s why we are partnering with the State Data Center to analyze the current software and hardware platforms so that the system can handle in upwards of 100,000 users potentially!! Once the technical architecture is in place and the upgraded LMS is ready, the ELMS Project Team will begin looking at agency readiness and will work with the ELMS Advisory Council to schedule a phased implementation. Sound like fun? We think so!        
 
In addition to the technical work, agency preparedness is key. To help the project team and advisory council prioritize a phased launch schedule, an electronic questionnaire has been sent to all participating agencies.
