Project Management - Funding
Funding Establishment
 
Capital Projects include: land, buildings, and support system projects such as parking.  They also include remodeling to meet program needs and building code or equipment upgrades.  Approval by the Governor and the Oregon State Legislature are necessary for the funding of Capital Projects.
 
Capital Projects change, adapt or replace the use of a facility or reconfigure an office or program workspace.  Projects include two budget categories:
 
Capital Improvement Projects where the complete project cost including land is less than $500,000.
 
Capital Construction Projects where the complete project cost including land exceeds $500,000.
 
 
Building Maintenance
Maintenance, repair, replacement, or adaptation projects are not generally Capital Project items.  Building maintenance projects keep the facility operating without increasing its value or operating life.  Projects include work to meet current code and state policy requirements.  Some projects reduce maintenance costs or increase efficiency.
 
 
Capital Project Request
The Planning & Construction Management Section coordinates all capital projects except those for agencies with independent authority and funding.  We submit fund requests for Capital Construction, Capital Improvement and long-range planning as part of our budget process to the Governor and Legislature or to the Emergency Board.
