The Department of Administrative Services, Enterprise Information Strategy & Policy Division is responsible for the initial review and approval of information technology projects involving acquisitions where the total project cost is $75,000 or greater.
The Information Technology Investment Review/Approval Policy identifies specific information technology project requirements based on the size, scope and complexity of the project, as well as Information Resource Request submission forms.

From November 2007 to January 2008, a multi-agency project team met to identify process improvements for the Information Resource Request process. One of the tasks identified in the process improvement effort is a policy refresh that will include revising the dollar thresholds for different requirements identified in the policy. This effort is expected to be completed in the 3rd or 4th quarter of 2008.
The May 2008 Final Presentation contains additional information about the Information Resource Request, Business Process Improvement and the actions and tasks that will be undertaken to improve the overall process.

The Process Flow Diagram provides a high level view of the overall steps in the IRR process. One of the issues identified in the multi-agency IRR business process analysis as a factor that led to delays in the IRR approval process was that agencies needed to work with Information Technology Investment & Planning section staff early in the project planning cycle rather than waiting to submit the IRR for approval just prior to procurement.
