  • Asset Forfeiture in Oregon: This page provides a brief historical background on asset forfeiture. It also summarizes the civil asset forfeiture statute (ORS 475A) as it existed before passage of Ballot Measure 3. The latter required a property owner to be convicted of a crime before their property could be forfeited. The review includes material extracted from the 1999 AFOAC Annual Report. Some of the data is summarized in a more convenient format or analyzed in a slightly different way than it was in that report.

  • The 2005 Annual Report (pdf -- 475 KB): This PDF version of the report summarizes data received by the Committee for calendar year 2004. Note that the Committee is still receiving reports for civil forfeiture cases filed before Measure 3 became effective.

  • The 2004 Annual Report (pdf -- 347 KB): This PDF version of the report summarizes data received by the Committee for calendar year 2003. Note that the Committee is still receiving reports for civil forfeiture cases filed before Measure 3 became effective.

  • The 2003 Annual Report (pdf -- 521 KB): This PDF version of the report summarizes data received by the Committee for calendar year 2002, the first year of reporting including reported criminal forfeitures. Note, however, that the Committee is still receiving reports for civil forfeiture cases filed before Measure 3 became effective.

  • The 2002 Annual Report (pdf -- 522 KB): This PDF version of the report summarizes data received by the Committee for calendar year 2001, the first full year of reporting after the effective date of Measure 3. Note, however, that many of the reports were for cases filed before Measure 3 became effective.

  • The 2001 Annual Report (HTML) and the Memo and Executive Summary (Word97 -- 47 KB) This HTML version of the report summarizes data received by the Committee for calendar year 2000. This version does not include copies of forms and instruction sheets which were included in the published report. Some of the changes from information in the previous year's report are highlighted in the second file, a memo that also explains some of the changes in reporting format from last year's report. The memo also includes the executive summary from the published report that does not appear in the HTML version.

  • The 2000 Annual Report: This is an HTML version of the report from the Asset Forfeiture Oversight Advisory Committee to the appointing authorities. This report summarizes data received by the Committee following the introduction of a new reporting procedure in March, 1999. Therefore, it summarizes data received for the nine-month period March through December, 1999. This was the Committee's first full report; previous reports had been made as aggregate totals only. This HTML version does not include copies of forms and instruction sheets found in the printed report.
