Regulated Electric & Natural Gas Utilities
Idaho Power - UE 426
Idaho Power Company provides electric service to approximately 19,900 customers in Oregon and approximately 620,000 total customers in Idaho. Idaho Power's last general rate case was in 2011-12. Oregon makes up less than five percent of IPC's total system, with 95 percent of IPC's load in Idaho.
Idaho Power filed on December 15, 2023 and seeks to increase the annual Oregon revenues by approximately $10.7 million, which is 19.28%. The PUC must complete its review by October 15, 2024.
This overall request is comprised of:
- $7.3 million increase for capital projects (transmission plant, batteries, distribution and general plant);
- $0.13 million increase in cost of capital;
- $5.0 million in increased operations and maintenance;
- $2.0 million in depreciation; and
- Offsets of -$0.6 million in taxes and -$3.1 million in operating revenues.

Portland General Electric (PGE) - Docket UE 435
Portland General Electric provides electric service to approximately 920,000 customers in Oregon. PGE’s last general rate case was in 2023.
PGE filed on February 29, 2024 and requests to increase the annual revenues by approximately $202.0 million, or 7.3%. The PUC must complete its review by December 31, 2024.
The key factors driving PGE’s rate request are for investments that include:
- Local battery energy storage projects to provide enhanced reliability and resilience during peak demand.
- Investments in transmission and distribution to allow dependable energy flow as demand for electricity grows and customer needs evolve.
- Upgrades to technology and generation facilities for increased resilience and long-term, dependable power.

PacifiCorp (Pacific Power) - Docket UE 433
PacifiCorp provides electric service to 627,000 customers in Oregon. PacifiCorp’s last general rate case was in 2022-23.
PacifiCorp filed on February 14, 2024 and requests to increase the annual Oregon revenues by $322.3 million, or an approximately 17.9%. The PUC must make a decision by December 31, 2024.
This overall request is comprised of the following:
- Base rate increase of $157.7 million;
- Insurance Cost Adjustment of $66.0 million, which reflects both deferred and on-going insurance premiums;
- $77.7 million to fund the company’s proposed Catastrophic Fire Fund;
- Estimated true-up of $21.2 million for the Wildfire Mitigation Plan (WMP) automatic adjustment clause (AAC); and
- Rebalancing of the Rate Mitigation Adjustment for a reduction of $0.4 million

Northwest Natural Gas Company provides natural gas service to 708,000 customers in Oregon. NW Natural’s last general rate case was in 2022-23.
NW Natural filed on December 29, 2023 and seeks to increase the annual revenues by $154.9 million, or an approximately 16.62%. The PUC must make a decision by October 31, 2024.
The request seeks recovery of capital investments, including those related to:
- Construction of seismically resilient regional resource
- Addressing capacity constraints on the system
- Actions to comply with federal pipeline and safety requirements
- Meter Modernization Program
- Modernizing its information and technology service systems
